Speaking after the NBA's Board of Governors meeting on Tuesday night, Silver said he thinks the league is ready to scrap the rule requiring players to be out of high school for a year before becoming eligible to enter the draft. That one should be relatively simple to move forward now, while notions such as how to find more competitive balance are still a puzzler to the league and its commissioner.
"I'm not here to say we have a problem," Silver said. "And I love where the league is right now. But I think we can create a better system."
Part of that better system, he thinks, will be reverting back to the policy that will allow players to go into the league right out of high school -- something that should be in place in time for the 2021 NBA Draft, though that timeline has not been formally announced. Silver was a proponent of making the eligibility age older, up to 20 instead of the current 19, though has changed his stance on that in recent weeks.
"My personal view is that we're ready to make that change," Silver said. "It won't come immediately. But when I've weighed the pros and cons, given that Condoleezza Rice and her commission have recommended to the NBA that those one-and-done players now come directly into the league and in essence the college community is saying `We do not want those players anymore,' I think that tips the scale in my mind."
I think to try to play the Warriors at their own game is a trap. No one is going to beat them at their own game, so that is why we wanted to add these elements of defense and toughness and depth and try to look at areas where we will have an advantage
"We did not want to go out and just sign specialists, 'Oh this guy can just shoot,'" Pelinka said. "We wanted tough two-way players that can defend with a level of toughness and also make shots. Listen, the road to the NBA championship has to go through the team that won last year, and we all know the guys up north have a special group. But one of the ways to attack what they have is with defensive toughness. I think we saw that in the Houston series with some of the players that Houston has.
"And we identified with, if you look at KCP was a guy that is a tough defender and shooter, Josh Hart has proven to be a pitbull of a defender and can make shots, Rondo historically has been a tenacious, tough guy, steals. We wanted that mentality and we identified it. Lance Stephenson, he will agitate you, he will get under you, he will cause you to get out of your game and can play in the open court and score."
Pelinka also made it clear that the four starting spots around James will be open to competition. That means Rondo and Ball will be competing for the starting point guard spot

As Adam Silver made waves by announcing at Tuesday's board of governors meetings in Las Vegas that the NBA is ready to make changes to its age limit, teams have been told privately by league officials not to expect that to actually happen prior to the 2022 NBA draft.
ESPN's Zach Lowe reported in June that the NBA sent out a memo indicating to teams that no change will be made prior to the 2021 draft, and it appears the following year is more likely at this stage. If that's the case, players entering their freshman year of high school this fall will in turn be the first ones to benefit from this potential rule change.
The Miami Heat have already traded an unprotected first-rounder in 2021 -- subsequently rerouted by the Phoenix Suns to the Philadelphia 76ers at this year's draft as part of a trade up -- and the sense among plugged-in officials is that the league would prefer to make the terms of the new reality abundantly clear well before any change actually goes into place.
No team has as yet traded an unprotected 2022 first-rounder, and the only one that could potentially change hands at this point was sent by Dallas to Atlanta to move up this year for Luka Doncic.
